Council advances bills aimed at rules on handling cash payment

Pittsburgh City Council today offered preliminary approval to two bills aimed at creating policies for city departments that handle cash payments.
At a meeting this afternoon, council budget director Bill Urbanic told members that a preliminary review by his office showed that many departments lack policies how they should handle and account for cash payments. The city's finance department, which handles cash and check payments for taxes and some permits and licenses, was the exception.
The city needs to "write a policy specific to each department need," he said.
The pair of bills directs City Controller Michael Lamb to examine cash management policies in all departments and then have an outside consultant evaluate his findings and make recommendations. The cost of the consultant would be $20,000.
In a preliminary vote, Councilwoman Theresa Kail-Smith was the sole member to vote against the bills, saying she was uncomfortable paying for an outside consultant when she believed someone within the city could perform the same duty.
The bills, sponsored by Council President Darlene Harris, will be up for a final vote next week.
