Caption Contest 199 ... and the winners of 198

CapCon 198's (click on second image to see the cartoon) menacing villager spurred a lot of Dr. Frankenstein entries, but the judges best liked the references to a trio of others who might also upset the rabble: the NHL commissioner, a high-finance scam artist and a certain local judge. Sweetest of all, our top two entries came from caption-writers who'd never won before. That should inspire newcomers to enter CapCon 199, if it's not too heavy a burden for you.

Please include name and address and identify your municipality or city neighborhood. Deadline: Dec. 17.
