Proposed law would require reporting of kid porn traffickers

Local and county police departments would get faster access to information about suspected traffickers in child pornography under a bill state Rep. Dan Deasy plans to introduce on Monday.

His legislation would require the state attorney general to report all suspected criminals observed sharing child-abuse images to local and county police departments within 24 hours.

Mr. Deasy, D-Westwood, was joined by abuse-victim Alicia Kozakiewicz and other supporters of his measure at a press conference today in the courtyard of the Allegheny County Courthouse.

Ms. Kozakiewicz was 13 and living in Crafton Heights when she was lured to meet a man who abducted, tortured and raped her at his Virginia home. She was rescued by the FBI in a raid on his townhouse. Now in her early 20s, she has been lobbying across the country for "Alicia's Law," a measure to provide additional money and staff for enforcement of anti-child pornography and abuse laws.

She said Pennsylvania faced a "child rescue emergency" with 20,000 people across the state known to be sharing or creating images of children being sexually assaulted and abused.

Mr. Deasy said the impetus for his measure came in part from the case for Penn State assistant football coach Jerry Sandusky, who has been charged with sexual abuse of eight boys over several years.
