Pirates outright Jackson, Claggett after waivers cleared

Relievers Steven Jackson and Anthony Claggett, each designated for assignment by the Pirates last week, cleared waivers and were outrighted to Class AAA Indianapolis.

Both will be non-roster invitees to spring training, raising that total to 22.
