Following a similar decision last month, the Seneca Valley school board rejected a second proposal to fund an $11 million building project at the Butler County Area Vocational-Technical School.
On Monday night, the board unanimously rejected a resolution that would give the Butler County General Authority, or any other acceptable authority, permission to float a bond issue to pay for the project.
Last month, Seneca Valley's rejection of a separate 30-year bond deal that would have only worked with all seven of the vo-tech's participating districts' approval, forced advisers to seek an alternative means of financing.
Seneca and the other districts contribute money toward the vo-tech budget based on a funding formula devised in the 1980s that takes into account student attendance and assessed property values in the member districts.
Some Seneca board members have questioned the funding formula and would like to see the vo-tech's articles of incorporation amended.
The vo-tech building project includes adding 31,000 square feet of new space and renovating 85,000 square feet of existing space. In addition, the school will add a welding program.
