PrintOutbound Parkway East snarled at start of rush hour

An accident near the Swissvale exit has outbound Parkway East traffic backed for miles this afternoon.
At around 3:40 p.m., traffic, slowed to a crawl, was backed to Bates Street.
PennDOT warned of long delays.
