City rape suspect arrested after flight from Germany

An East Liberty man wanted on rape and intimidation charges was in custody near Washington, D.C., after U.S. Customs and Border Protection agents arrested him Friday when he got off a plane from Germany at Washington Dulles International Airport.

Branden Anthony Frazier, 18, was wanted on separate warrants for terroristic threats and rape related to the same incident in August, according to Pittsburgh police.

A 23-year-old woman told detectives that he raped her at her Hill District residence in August.

After she reported the incident in September, she said he threatened her. Officers charged him on Nov. 1 with terroristic threats, a misdemeanor, and requested a warrant for his arrest.

Detective Daniel Honan of the sex assault squad wanted to talk to Mr. Frazier to get his side of the story about the rape allegation and said a friend was supposed to put Mr. Frazier in contact with him. But when that didn't materialize, Detective Honan last week filed the rape charge and requested a warrant.

By that time, Mr. Frazier was apparently already in Germany, where he was visiting a relative at a military base.

When he returned from Frankfurt on Friday, agents arrested him when he got off the plane and lodged him in the Loudon County Jail pending extradition to Pittsburgh.

Airlines are required to submit passenger lists for international flights to Customs before the planes depart a foreign country. Agents check those lists against law enforcement databases, looking for potential terrorists, anyone who has outstanding warrants or those who have previous immigration, customs or agriculture violations.

Mr. Frazier's rape warrant turned up in the check of the passenger manifest, said Steve Sapp, public information officer for the Department of Homeland Security in Washington.

In addition to the rape charge, city police have filed a second felony count of intimidation of a witness against Mr. Frazier.
