Q: How were the Steelers able to reacquire Sunny Harris off of the Carolina Panthers practice squad?

BOUCHETTE: Any player on any team's practice squad is eligible to sign with any other team's 53-man roster. A player can decline to sign with another team, but in essence he is a free agent. Let's take Sunny Harris, as an example. When a team signs another team's practice squad player, they are required to keep him on their 53-man roster for at least three games. That is not the case if a team signs one of its own practice squad players to its 53-man roster (Isaac Redman, for example, was on the Steelers' active roster for just one game).
