One suspect is in custody in connection with the torture of an Arizona man who was stripped, hog-tied and nearly drowned last week in Farrell.
Arrest warrants have been issued for two other suspects as well.
One suspect, Drake Clark, 32, was arrested Thursday at his place of employment in New Castle, said Capt. Doug Long of the Southwest Regional Police Department headquartered in Farrell.
Mr. Clark is scheduled for a preliminary hearing Oct. 15 on charges of simple assault, disorderly conduct and four counts of reckless endangerment.
He is being held on $100,000 bail in the Mercer County Jail, Capt. Long said.
He and the other two suspects, Kylie Altman, 22, and Mr. Clark's brother, Ronald Clark, 37, also of New Castle, were identified by the victim, Patrick Mendoza, of Gilbert, Ariz.
Mr. Mendoza is being treated as a victim, and he has returned to Arizona, pending the arrests and prosecution of the three suspects.
He told police he had been in town on illegal drug trafficking business, and that the suspects accused him of having stolen drugs from them.
Police found him last week after he chewed through a plastic bag that had been over his face, and he called for help from the window of a house in Farrell.
The residents of the house have not been identified or charged by police.
During his interrogation by the three suspects, Mr. Mendoza, 18, said he was beaten and repeatedly dunked in a bathtub of water, sometimes to the point of near unconsciousness, police said.
Capt. Long said the torture went on for two to three days before the suspects left him alone and he yelled for help that eventually came.
Police found him at the house, in the 1100 block of Fruit Avenue, on Sept. 25, with his wrists and ankles bound with duct tape.
Mr. Mendoza identified the Clark brothers by their street names. Drake Clark is known as, "Snookie," and Ronald Clark is called, "Boobie," police said.
Investigators learned their real names and Mr. Mendoza identified them from a lineup of photos of suspects.
Ronald Clark and Ms. Altman are to be charged with aggravated assault, kidnapping, unlawful restraint, reckless endangerment, disorderly conduct and criminal conspiracy.
The two are known to frequent neighborhoods in New Castle and Beaver Falls. They have been seen riding in a gold colored Chrysler with a temporary Ohio license plate.
Anyone with information on the whereabouts of Ronald Clark and Ms. Altman is asked to contact the Southwest Regional Police Department at 724-983-2720.
