Terrence Kushner, the former assistant superintendent of the Upper St. Clair School District, will serve as the substitute superintendent of the West Jefferson Hills School District while the district continues its investigation of Superintendent Terry Kinavey.
Dr. Kushner's appointment was effective yesterday and will be ratified by the school board during a meeting at 8:30 a.m. Tuesday, according to a release from West Jefferson Hills solicitor Ira Weiss.

Dr. Kushner's term with the district is open-ended, and he will be paid $500 per day and receive no benefits.
Mrs. Kinavey was suspended with pay by the school board on Sept. 22 after an investigation by Mr. Weiss determined that she blocked the hiring of an English and reading teacher at the high school without the board's knowledge.
The board voted unanimously to hire the teacher at the same meeting it suspended Mrs. Kinavey.
Mr. Weiss said the investigation of the matter is ongoing.
