The city's Citizens Police Review Board will plan a public hearing to review police procedures regarding protection from abuse orders and warrant arrests while it investigates the Police Bureau's handling of a recent domestic violence case.
The board is examining the case of Donna Williams, who repeatedly reported abuse by former boyfriend Robert L. Taylor, who has been in the Allegheny County Jail since late May. Decisions and errors in the justice system allowed Mr. Taylor to go free for weeks despite outstanding warrants, and Ms. Williams said officers did not bring a swift end to her troubles.
Board Executive Director Elizabeth Pittinger said the review board wants to know if the case is isolated and if Police Bureau protocol in domestic violence should change. The board will hold a public hearing to get input from the community and police, likely in the fall.
Members of several women's rights and advocacy groups came to last night's review board meeting to express support for the organization's investigation into the case.
Ms. Williams' mother, Carmen Davis said her daughter remains fearful despite Mr. Taylor's incarceration.
"I hope there is something done about this, or this is a wake-up call," Ms. Davis said. "I hope he is punished."
