Baldwin Borough selects company for road-paving program

Baldwin Borough council last night awarded this year's road-paving program to Amity Asphalt Paving Inc. of Houston, Washington County, after the board declared the A. Folino Construction Co. of Oakmont as a non-responsible bidder.

Amity Asphalt's bid was the second lowest at $254,400; A. Folino's was $236,774.

The action was taken upon the recommendation of the borough engineer who said A. Folino, which had been awarded last year's program, was unresponsive to repeated requests to correct significant paving problems associated with its work in the borough.

Council also approved amendments to the borough's sign ordinance that establishes standards and regulations for electronic digital business signs in the community. The frequency of message intervals is limited to 15 seconds instead of 30 seconds. Business signs must pertain to that particular business, non-profit and government organizations can display messages of other similar groups and the use of moving graphics and animation are prohibited. The changes take effect today.
