A Titusville man was arrested last night on charges that he assaulted a woman and killed her dogs in Venango County, state police said.

Dallas G. Oliver was arraigned on three counts of simple assault, two counts each of animal cruelty and harassment and one count each of making terroristic threats and public drunkenness.

Mr. Oliver had been in a vehicle with Ashley C. See, 23, on Route 8 in Cherrytree when the disturbance was reported around 8 p.m., police said.

Ms. See told police Mr. Oliver first assaulted her.

The suspect allegedly strangled one of the dogs and the other animal was thrown from the automobile, only to be struck and killed by passing vehicle driven by Lester L. Moyer, 81, of Cooperstown, police said.

Mr. Moyer stopped to check on the dog and Mr. Oliver also assaulted him, police said.
