Man charged with homicide by vehicle in Washington County hit and run

A Washington County man has been jailed without bond on charges that he struck two people with his pickup truck early March 8, killing one and severely injuring the other.

Derek Allen Powell, 19, faces a preliminary hearing Wednesday in Washington County Central Court on charges of homicide by vehicle; causing an accident involving death and personal injury; failure to notify police of the accident; tampering with evidence; and two counts each of aggravated assault, simple assault and reckless endangerment.

He also faces a number of traffic violations following his arrest Wednesday, Monongahela police Chief Brian Tempest said.

The charges stem from an incident in which California University of Pennsylvania senior Brittany Stupar, 21, and Salvatore Buttiglione, 39, of Old Bridge, N.J., were struck as they and other patrons were leaving bars around 2:45 a.m. March 8 in Finleyville.

The victims were walking across the street in the 3700 block of Route 88 when they were hit.

Mr. Buttiglione died in Allegheny General Hospital where he and Ms. Stupar were taken by helicopter after the incident.

Chief Tempest issued a plea for information from anyone who knew of someone who drove a pickup truck like the white Dodge Dakota driven by Mr. Powell. At the time, Mr. Powell's identity was unknown to investigators.

Tips led police to Mr. Powell who, the chief said, had attempted to alter the appearance of his vehicle.

Mr. Buttiglione had been in Finleyville for work, but Chief Tempest did not know what type of job he did.

Ms. Stupar has since been discharged from the hospital.

"It was very gratifying for us as a police department to be able to notify the victims' families about the arrest. It gives them some closure," Chief Tempest said yesterday.

"Brittany's a fighter. She's in pretty good spirits. [The police] made her really happy last night," Ms. Stupar's mother, Andrea Stupar, said.

"I'm just happy my daughter is alive."
