Pleasant Hills agrees to sewer treatment facility plans

Pleasant Hills council last night unanimously agreed to support an alternate plan proposed in January by Baldwin Borough officials to eliminate overflow problems affecting the Pleasant Hills Sewer Authority's treatment facility.

Councilman Bill Trimbath, chairman of the borough's sewer rehabilitation program, said the plan needs a "little tweaking," but basically reflects the same long-range concept Pleasant Hills Borough had planned.

Faced with mandates from the state Department of Environmental Protection and the Allegheny County Heath Department, the Pleasant Hills Authority in November proposed a $17 million plan to improve the plant and pumping stations within the next three years. The authority operates a treatment facility serving more than 8,300 customers in the South Hills.

The Baldwin Borough plan calls for a long-range corrective action plan to repair sewer lines instead of costly facility improvements, which may prove inadequate.

Pleasant Hills Engineer Ned Mitrovich said the Baldwin Borough plan seeks the most cost-effective and long-lasting solution to the overflow problem. He said a final plan could consist of improvements to sewer lines and the treatment facility.

Engineers from Baldwin Borough, Pleasant Hills, South Park Township and Whitehall will meet with DEP officials at 10 a.m. Fridayin the Southwest Regional Office in Pittsburgh to discuss this alternate plan.

Also during the council meeting:

• Police Chief Ed Cunningham said he has applied for a $10,800 grant offered by the state's Liquor Control Board to fund patrols for underage drinking situations. The borough will be required to provide $2,700 toward the enforcement program.

• It was announced the Pennsylvania State Association of Boroughs will recognize Councilman Bill Trimbath with an award for his 14 years of service as an elected official at the annual convention next week in Hershey.
