State senator demands gaming board changes

HARRISBURG -- A Republican state senator is calling for removal of all four Gaming Control Board members appointed by legislative leaders, claiming that neither the Legislature nor the public trusts their decisions.

Sen. Jane Orie of McCandless, a frequent critic of the board, said gaming regulators Ken McCabe, Ray Angeli, Jeff Coy and Gary Sojka should be removed because the board made serious mistakes in giving casino licenses to Don Barden in Pittsburgh and Louis DeNaples in the Poconos.

"They have proven themselves to be incompetent," she charged yesterday. "It's incomprehensible" how Mr. Barden and Mr. DeNaples got licenses.

Mr. Coy, a former Democratic House member, replied that the board "has operated well" in its first four years.

"There have been mistakes at times, but that isn't unusual with a startup agency," he said. "The mistakes have been corrected, including the situation in Pittsburgh."

The board has seven members, four named by General Assembly leaders and three named by Gov. Ed Rendell. The four legislative appointees all have terms that expire on Jan. 19.

Ms. Orie yesterday called on Senate Republican leaders not to reappoint Mr. McCabe, who is a former FBI agent in the Pittsburgh office.

President Pro Tem Joe Scarnati of Jefferson said he expects to reappoint Mr. McCabe.

Ms. Orie is also too late in seeking to remove Mr. Angeli, who is also president of Lackawanna College. Senate Democratic leader Bob Mellow of Lackawanna will keep him on the board for another term, spokesman Charlie Tocci said yesterday.

Ms. Orie is also seeking other changes. She plans to introduce a bill to ban board members from having any outside employment beyond their $145,000 state salaries. She also wants all members to get a two-thirds vote of approval from the Senate. No confirmation vote is now required.
