The city's Urban Redevelopment Authority is proposing to give a local team six months to come up with a plan to help rebuild the block surrounding the Garden Theater on the North Side.
URA board members are expected to vote tomorrow on a proposal to give the partnership of Aiello Development Co. LLC and JRA Development Group, both Pittsburgh-based, six months of exclusive rights to develop architectural plans and a budget and to secure possible tenants for proposed retail space.
The project would involve six parcels in the Federal Street-North Avenue corridor adjacent to or near the former Garden Theater. It would not include the Garden Theater itself, URA spokeswoman Megan Stearman said. No developer has been selected for that building, she said.
According to the URA, the development team is interested in pursuing a mixed-use development within the block. Preliminary plans call for demolishing existing structures, followed by constructing new buildings with ground-level retail space. Upper floors would involve residential or professional uses.
In a report on the proposed development, the URA said the developers already have secured Fifth Third Bank to anchor one of the new buildings.
At the same time, the URA will consider a proposal to give the Central Northside Neighborhood Council and the Northside Leadership Conference six months to develop a master plan for the Garden Theater and a handful of other parcels in the same area.
As part of that work, they will explore potential developers, uses and operators for the various tracts. The board is expected to vote on a $50,000 grant to help support that effort. The master planning will be done in coordination with proposal by Aiello and JRA Development.
The URA also is entertaining bids to cover the Garden Theater roof, which has been leaking.
Also tomorrow, the board is expected to consider final approval of $10.5 million in tax increment financing for Bakery Square, a $113 million mixed-use development in Larimer that includes the former Nabisco plant. The TIF will be used for a parking garage and other infrastructure improvements.
