Teacher's aide denied bail reduction, moved to Allegheny

Abbie Jane Swogger, the former teacher's aide charged with having sex and partying with high school teens in two counties, will have her cases heard in Allegheny County.

Since her two arrests in Westmoreland County in February and March, she was arraigned this week on 33 additional counts for alleged incidents in Allegheny County.

District attorneys in Allegheny and Westmoreland counties conferred and decided to consolidate all three cases in the Allegheny County jurisdiction.

Ms. Swogger had been held in Westmoreland County in those two cases on bail set at $50,000 each.

Her defense attorney, Duke George, petitioned District Judge Carolyn S. Bengel today to have the bail from Westmoreland County reduced.

Judge Bengel, whose office in Harrison Township's Natrona neighborhood in Allegheny County, denied the petition.

The judge also set bail in the additional 33 counts at $50,000.

Ms. Swogger now is being held in the Allegheny County Jail on $150,000 bail, pending a preliminary hearing on all of the charges at 9 a.m. May 15 before Judge Bengel.

Ms. Swogger, 34, first was arrested in February after police, looking for two girls who had been reported missing, found the suspect partying with the girls and other teenagers in a New Kensington hotel room.

She has already been charged with selling crack to the teenagers, buying them beer and encouraging two of the girls to have sex with each other.

The new charges stem from different incidents. According to an affidavit, a 17-year-old student at Highlands High School told police he had a sexual relationship with Ms. Swogger over the month of January and that she supplied him with beer and marijuana.

Ms. Swogger hosted another party Jan. 16 in a 15-year-old boy's bedroom in Brackenridge where she stripped for him and another 16-year-old and bought them beer, investigators said in the affidavit.

On Feb. 2, police said, she committed a sex act with a 15-year-old boy while another man watched.

As a result, Ms. Swogger was charged with several counts of indecent assault, corruption of minors, endangering the welfare of children and having sex with a minor.

She was also charged with possession of marijuana and furnishing liquor to minors.
