City housing authority ends year with surplus

The Pittsburgh Housing Authority board yesterday approved a $101.6 million budget for next year that marks a reversal of past deficit spending.

"The Housing Authority of the City of Pittsburgh is back in the black and very proud to report that we have streamlined our operations to the point where we can confidently forecast a budget surplus," said Executive Director A. Fulton Meachem Jr.

The authority expects to receive $3.3 million more next year than it will take in, which will allow it to replenish its Section 8 reserve fund. That fund, meant to cover rent vouchers, has been raided in past years to cover improvements and operations.

Mr. Meachem said the change would not result in the elimination of a waiting list for Section 8 vouchers.

The authority board also approved a $37.5 million capital budget for construction and improvements. Mr. Meachem said it includes new apartment construction, creation of more handicapped-accessible units and an enhanced home ownership program.
