Kenneth King, 23, was charged with illegally taunting a police animal. He was being held at the Allegheny County Jail on $100,000 bail.
Mr. King was at a gas station in the North Side early Sunday morning just after midnight when he was frightened by a dog in a police car, KDKA-TV reported. He yelled at the dog and said he would "shank" it, the station reported, citing a police report. Police found a knife in Mr. King's possession, KDKA said.
