WINNERS

Education -- $200 million in new or increased funding for pre-kindergarten, full-day kindergarten and high school laptop computers

Roads and bridges -- $450 million for 2007-08 and more in succeeding years

Mass transit -- $300 million in 2007-08 and more in succeeding years

Turnpike Commission -- defeated effort to lease turnpike to private firm and will double its authority once tolls are added to I-80 in 2010

Penguins and other arena tenants -- slots fund created to help finance new Pittsburgh arena and expand Philadelphia convention center

Nurse practitioners/dental hygenists/midwives -- getting expanded medical authority

LOSERS

Jonas Salk Legacy Fund -- action postponed until fall on proposed fund for building biomedical labs

Proposed "energy tax" of $5.40 a year is dead and action postponed until fall on governor's energy conservation proposal

Proposed tax on oil company profits that might have raised gasoline prices is dead

Higher cigarette tax and new tax on cigars and smokeless tobacco has been indefinitely postponed

Proposed 3 percent payroll tax on firms that don't offer health insurance, which was put off until fall

Higher waste disposal fees not implemented
