Pa. House panel backs open records, rejects term limits

HARRISBURG -- A House advisory panel this morning threw its weight behind several proposals to open more state records to public scrutiny but refused to support term limits.

Decisions of the 24-member House Speaker's Reform Commission are non-binding but, so far, the Legislature has enacted all of its other proposals.

The commission wrapped up its work today after five months of debate and votes recommending new House Rules, a stronger Ethics Committee, a redistribution of power to rank-and-file members, campaign-contribution limits and more.

"We've done really good work, but those hours will not have been well-spent unless we get open records reform and unless we get campaign-finance reform," said panel member Rep. Greg Vitali, D-Delaware County. "We should not view our work as a success if it isn't enacted into law."

The committee's recommendations will be reported back to House leaders who intend to parcel them out to the appropriate standing committees for consideration.

Some lawmakers said they already are crafting legislation based on the recommendations.
