The judges were five students in the Pennsylvania Culinary Institute's Le Cordon Bleu Program. They evaluated the tiny, tasty morsels on four criteria: overall appearance, flavor of cupcake, flavor of icing and texture.
After sampling two cupcakes from 13 different bakeries the judges selected a truly scrumptious winner.
