An overview of the changes at the Port Authority
Saturday, March 24, 2007

Effective June 17, the agency will reduce transit service hours by 15 percent to trim expenses by $35 million for the 2007-08 fiscal year that begins July 1.

Although the action will not be official until next Friday when the full nine-member board holds its monthly meeting, the board is expected to ratify the following plan:

The 29 weekday routes eliminated are: 1B, 1C, 5C, 11A, 11F, 13D, 25C, 25D, 28F, 28G, 31A, 36B, 41A, 50B, 65E, 73B, 79B, 83B, 88A, 91S, 501, CL, CV, DB, F, GR, JL, SW, U.

Some service will be retained on the other 95 weekday bus and rail routes that were proposed for elimination in January.

Twenty-three weekday routes proposed for elimination will remain intact: 1F, 13U, 21B, 21F, 25A, 26A, 26B, 36D, 43E, 55E, 58C, 58P, 61F, 67E, 69A, 94A, 500, AVN, BM, CO, G, OV and W.

A total of 104 routes will have reduced service levels.

Some service will be retained on 42 of 59 Saturday bus routes proposed for elimination. Eight Saturday routes proposed for elimination will be retained intact: 11E, 21C, 24A, 26A, 36D, 38C, 41E, 56E.

Of 83 remaining Saturday routes, 52 will have reduced service levels.

Seventeen Saturday routes to be eliminated are: 5C, 6C, 15A, 25D, 31E, 36B, 41G, 46D, 46F, 50B, 60A, 60B, 60E, 60K, 67H, 79B, 91S.

Some service will be retained on 32 of the 39 Sunday bus routes proposed for elimination. Eight Sunday routes proposed to be eliminated are to be retained intact: 21C, 25A, 26A, 41D, 41E, 56C, 68D, 74A.

Of 68 remaining Sunday routes, 35 will have reduced service levels.

Seven Sunday routes eliminated under the revised plan are: 5A, 6C, 31E, 41G, 60M, 60S, 75D.

No change to ACCESS service levels.

ACCESS base fares will increase 50 cents on July 1. The original proposal included a $1 increase in the base fare.

28X Airport Flyer service will be provided by regular 40-foot buses instead of minibuses.

Beginning Sept. 2 and upon completion of the Palm Garden Bridge reconstruction, the following operational changes will be made: 47S South Hills Village via Overbrook rail trips will be reduced; 42S South Hills Village via Beechview trips will include additional two-car trains; the 42M Mt. Lebanon Short rail route will be eliminated; two bus routes, 36A (some trips) and 37A (all trips), will become "feeder routes" to the T as the 41C is eliminated, with some of its service provided by 36A.

Two new bus routes will be created and act as "feeder routes" with connections to other bus routes: 29E will operate seven days a week between Chartiers Valley Shopping Center and Cecil, replacing a portion of the 31E, which is losing off-peak service, while the 60S will run Saturdays only and replace some service now provided by 60A, 60B and 60K, which will be eliminated.

Other bus routes that will become "feeder routes" include the 11C, 35A, 79A and LP on weekdays; the 35A, 67F, 79A and LP on Saturdays; and the 35A and LP on Sundays.

An additional 10 percent service reduction is to take effect Sept. 2 if the Port Authority fails to find a means to reduce a remaining $45 million deficit in the new budget. Changes to the fixed-route fare structure are to take effect in January 2008 but decisions over the type and amount of any changes were deferred.
