The loss, their fifth in six games, left the defending Super Bowl champions 2-5.
Roethlisberger threw an interception for the third time in the game on the first play of the fourth quarter to kill a Steelers' drive in Oakland territory.
On fourth-and-1 at the Raiders' 37, Roethlisberger dropped back into the shotgun formation, threw toward Hines Ward and linebacker Kirk Morrison intercepted it.
That was nothing compared to Roethlisberger's fourth interception.
Willie Parker had just run 39 yards off right tackle on third-and-1 to give the Steelers a first down at Oakland's 10. But Roethlisberger's high, hard throw glanced off the outstretched hands of Heath Miller in the end zone on second down.
On third down from the 7, Roethlisberger threw into triple coverage for Nate Washington. Cornerback Chris Carr intercepted on the goal line and ran untouched 100 yards for a touchdown that put the Raiders in front, 20-6, with 9:32 left.
Najeh Davenport returned a short kickoff 24 yards to the Steelers' 46 to jump-start their first touchdown drive of the day.
Parker took a screen pass off the left side and ran 25 yards behind a block by center Chukky Okobi and another by receiver Cedrick Wilson for a touchdown with 7:18 left that left the Steelers trailing by seven.
