Senate approves amendments to state gambling law

HARRISBURG -- The state Senate voted 50-0 this morning to approve a package of 30 amendments to the slots law of 2004.

The measure now moves to the state House, which is expected to act on the amendments later today. If the House approves, the amendments, called Senate Bill 862, go to Gov. Ed Rendell for his signature.

The Senate amendments restore local zoning control over casinos to city officials in Pittsburgh and Philadelphia. Last week legislators had pre-empted such local zoning power, giving it to the state Gaming Control Board. But after angry reactions from both cities, the Senate changed its mind.

The Senate also restored control over smoking bans at a Pittsburgh casino to Allegheny County officials. The Legislature three weeks ago said it would make the decision on casino smoking bans, but relented early today.

The Senate amendments also call for eliminating the use of middlemen called slots suppliers, who will buy machines from manufacturers and resell them to casinos.

The Senate amendments also prohibit elected officials from owning up to 1 percent of a casino or gambling company and give the state attorney general more power over investigations of alleged casino wrongdoing.
