HARRISBURG -- Republican gubernatorial candidate Lynn Swann is capitalizing on last week's state Supreme Court decision that reinstated pay raises for some 1,000 Pennsylvania judges.
Tomorrow he "goes on the offensive" with a whistle-stop tour at six regional airports, said Mr. Swann's spokesman, Leonardo Alcivar.
The message: Harrisburg is broken and it will take a newcomer to fix it, Mr. Alcivar said.
"We're not going to play games and say this is just about the governor because politics has been played on both sides, Republican and Democrat," Mr. Alcivar said. "But [incumbent] Ed Rendell keyed this up. He's the governor. He signed this law and then he defended it."
Thursday's state Supreme Court decision brought the pay raise issue back to life, and that can only help political newcomers, he said.
The intensity of the politically charged issue had faded after legislators in November repealed the raises they had approved in July 2005 for themselves, judges and Mr. Rendell's top advisers.
The Supreme Court said the portion of the repeal dealing with judges' raises violated a state constitutional provision that judges' salaries cannot be reduced unless the pay of "all salaried officers of the commonwealth" also is cut.
"This ruling allows us to remind voters of all the things they dislike about Harrisburg," Mr. Alcivar said. "This is the time to remind people you can't change what's wrong with Harrisburg unless you change governors."
Tomorrow's tour includes stops in Harrisburg, Philadelphia, Scranton, Erie and Johnstown, and ends at 6 p.m. at the Allegheny County Airport.
