South Strabane Supervisors granted final site plan approval to two shopping centers Tuesday , one that will be the new site of the J. C. Penney department store and the other that will include outlet stores such as J. Crew, Gap and Nine West.

The board approved the final site plan for The Foundry shopping center on Route 19 and Manifold Road, with the condition that developer Premier Properties make improvements to Berry Road and to the signals at Berry Road and Locust Avenue.

Supervisors also approved a planning module for the shopping center in order to allow developers to tap-in to public sewer lines.

The board granted building permit approval subject to the planning module first being approved by the state Department of Transportation, and the township won't issue an occupancy permit until Premier Properties receives a highway occupancy permit from PennDOT.

The new J. C. Penney store is expected to open in March.

The board also granted final site plan approval to Tanger Properties for the Tanger Outlet Center which will be located along Interstate 79 and Racetrack Road.

Some of the stores located at the Tanger Outlet Center in Lancaster include Coach Factory, Kenneth Cole, Calvin Klein, DKNY and Banana Republic Factory.
