State police in Greensburg yesterday filed charges against an Irwin woman they say was "passed out on drugs" in August when she crashed into a Japanese tourist who was on a transcontinental bike ride.
Troopers said Debra Ann Holland, 50, was under the influence of methadone, marijuana and anti-seizure pills when she struck a bicycle on Route 30 in Hempfield Aug. 3.
She was charged with aggravated assault by vehicle while driving under the influence and four motor vehicle violations.
Daisuke Kobayashi, 22, a student at Kobe University in Japan, wore a helmet and was traveling on the right side of the road when Ms. Holland's car hit his bike. He was taken to UPMC Presbyterian and treated for a life-threatening head injury, Trooper Jeanne Martin said.
Lab tests later found traces of marijuana and the anti-seizure medicine Topamax in Ms. Holland's system.
Ms. Holland is free on bond. A preliminary hearing is set for May 19.
