Panhandling legislation on hold

City Council delayed action yesterday on a proposed panhandling ordinance, a contract with nonprofit organizations, and an increase in permit parking fees.

A new draft of legislation proposed in July that would limit where and when panhandlers can operate was to come up for a tentative vote, but that was put off until Wednesday.

A special meeting on terms of contributions by nonprofit groups to the city, which had been scheduled for today, was bumped back to Oct. 28. Council has said it won't sign on to a proposed contract with a nonprofit coalition until after that meeting.

Legislation introduced in August would boost residential parking permit fees. Residents of streets covered by the program would pay $43 per car annually, up from $20; and $20 for a visitor's permit, up from $1. Council delayed action for two weeks.
