Allegheny County Council names 4 to panel on home rule charter

County Council has appointed four of the nine members of a review commission that will examine how well Allegheny County's home rule charter is working after its first five years.

Council's appointees are two Democrats, former Councilman Mike Crossey of Mt. Lebanon and Jim Klingensmith of Scott, executive vice president of the Allegheny County Labor Council; Republican attorney Kathleen Gallagher of Franklin Park; and independent Ronald Porter of Pittsburgh, president of RDP Consulting Services, which specializes in workplace and classroom diversity.

Council is to appoint one more person to the commission.

County Chief Executive Dan Onorato has until March 2 to appoint four additional members.

The commission has one year to review the operation of county government and recommend changes to the charter. Any changes would have to be approved by voters in a referendum.
