An East End builder and his mother who are accused of participating in a home improvement and finance scheme will pay $50,000 in restitution plus $50,000 in fines to resolve allegations that they engaged in deceptive business practices.
Yesterday, state Attorney General Jerry Pappert announced that Richard Brourman, of Squirrel Hill, and Bernice Brourman, of Shadyside, who did business as Iron City Builders, had entered into a consent agreement to settle accusations that they defrauded dozens of homeowners in Western and Central Pennsylvania.
The Brourmans were named with nine others in a 2002 complaint accusing them of such things as manipulating the loan process, arranging for bogus appraisals and using deceptive practices to qualify low-income homeowners for remodeling projects that sometimes exceeded the value of their homes.
Pappert said the practices forced some consumers into bankruptcy, foreclosure or debilitating debt.
