Liberty constable charged with abuse

Allegheny County detectives arrested Liberty Constable Charles Riley on charges related to alleged sexual abuse of a child.

The other charges are unlawful contact with a minor, indecent assault, corruption of a minor and furnishing liquor to a minor.

Riley, 47, surrendered June 18 to District Justice Armand Martin, of Glassport, after an arrest warrant was issued.

The accompanying police affidavit provides this account:

Riley picked up a 13-year-old girl at her North Huntingdon home and, once she was inside his car, told her to get wine coolers from behind the back seat so they could drink them.

He then drove the minor to his residence in Liberty, where he photographed her in the nude, then warned her not to tell anyone about the photos or he would put them on the Internet.

At that point, Riley gave the girl another drink and they went to a bowling alley, where she met some of her friends.

She told the friends that, after bowling, Riley was going to take her back to his house and "teach her tricks" on how to get a man and have him eating out of her hand.

The minor did not go back to Riley's home but did tell her family about what had happened. The mother reported the incident to police.

Based on the information received, police searched Riley's residence, where a camera was seized and photographs of the minor were developed. The mother had dated Riley during the previous month.

He was released on $1,000 bond pending a hearing July 20 before Martin.

Riley is the brother of Liberty Police Chief Luke Riley, who also is a member of the South Allegheny school board.
