President Bush is expected to be in Pittsburgh on Monday for an appearance at the Urban League's national convention.

Neither the White House nor the Urban League would officially confirm the planned visit, but federal and local law enforcement officials met yesterday to discuss logistics of the trip.

The president is expected to address the group at the David L. Lawrence Convention Center on Monday. The national group's convention begins Saturday and continues through July 30.

It would be the president's second trip to the state in a week and his 21st visit to Pennsylvania since his 2001 inauguration. Bush is to be in Philadelphia on Thursday for a tour of a Treasury Department facility, a trip designed to highlight the increased child tax credit that is part of the tax cut bill he signed earlier this year. The first of some 25 million checks to parents under the expanded credit are to be mailed out this week.

According to The Associated Press, Bush has made more trips to Pennsylvania than any other state except Maine and Texas, where his family has homes.

His Western Pennsylvania visits have included stops at a steel workers picnic in the Mon Valley and the Flight 93 crash site in Somerset County, a meeting with the rescued Quecreek miners and a stop at the University of Pittsburgh highlighting high-tech steps to combat terrorism.

In 2000, Bush narrowly lost Pennsylvania's electoral votes to Vice President Al Gore.
