About the plan for limiting buses to the perimeter of Downtown: Buses are not the problem. Yes, they are big and noisy and nobody wants to be behind one. However, what causes gridlock Downtown is the way the traffic lights are set.

Any vehicle making a right turn has to wait for pedestrians to cross before a vehicle can go. Usually by that time the light is red and maybe a couple of vehicles get through.

This causes backups and near accidents.
