Why these bills now?

In response to the Oct. 3 article about Reps. Dan Frankel and Jim Christiana's proposed legislation to broker a settlement between UPMC and Highmark ("State Legislators Tackle UPMC-Highmark Dispute"): I fear that it may be the wrong solution too late. I do not know what has finally forced the legislators to become involved now, but it seems strange that their tolerance for conflict would have finally been exceeded after so much prominent bickering between these two insurers.

Given the response of the experts quoted in the article, I hope there are not unintended consequences like we have seen when other legislation was passed for political gains with little regard for the health care system.

Were this legislation passed, we might see the death knell of the integrated delivery system in Pennsylvania. As a graduate student studying health administration at the University of Pittsburgh. I find that to be unfortunate because integrated delivery systems have had an admirable track record in other places.
