U.S. Sen. Pat Toomey, R-Pa., should consider himself on notice now that retired Adm. Joe Sestak has announced that he will again challenge him in 2016. Mr. Toomey won't be facing a candidate coming out of a tough primary facing a "Republican wave" as in 2010 when Mr. Sestak lost to Mr. Toomey. No, this time Mr. Sestak will have an undivided Democratic Party backing him in a presidential year that will drive turnout in Democratic strongholds.

It looks like 2016 will be a bad year for Mr. Toomey.
