After observing things here on the North Side for 37 years, I have distilled the situation down to this: Switzerland has a generous welfare system that has as its primary goal to get people off welfare. It attempts to avoid dependency. The welfare system in the United States has as its primary goal to streamline benefits to its recipients.

Our welfare system has created an underclass of dependents who don't understand the basic tenets of civilized behavior. This underclass, which afflicts every city in the United States, is the root cause of most of our problems.

Until we change our system, those of us living in the city will suffer from the symptoms of the problem: litter, graffiti, crime and uncivilized behavior.
