Demand an environmental bond for drillers

I attended a public meeting sponsored by Allegheny County officials on the proposed lease developed for gas extraction in Deer Lakes Park with Range Resources. Concerns were raised by citizenry on opposing sides of the issue.

To resolve opposing views expressed by environmentalists and Range Resources, I propose that the county insist on an environmental protection bond for the period of active gas extraction plus 20 years.

The bond would cover the damages predicted by environmentalists and would cost Range Resources next to nothing, since there will never be any environmental damage. The bonding companies would analyze the risks involved and compete for the opportunity to collect premiums where no risk is apparent. The bond should be significant, surpassing any penalties the Department of Environmental Protection may impose.

Range Resources, put your money where your mouth is.
