Russian student in Altoona charged with making bomb

Federal agents have charged a college student from Russia with making a bomb in his off-campus apartment.

The defense attorney for 18-year-old Vladislav Miftakhov of San Carlos, Calif., did not immediately return a call for comment on the federal charges.

U.S. Attorney David Hickton of Pittsburgh planned a news conference near the federal courts building in Johnstown where Mr. Miftakhov was to appear before a federal magistrate Thursday afternoon.

Mr. Miftakhov was arrested Jan. 24 after Altoona police say they found the materials in his rented room near the Penn State-Altoona campus, about 85 miles east of Pittsburgh.

A district judge on Wednesday refused to lower Miftakhov’s bond Wednesday so he could get out of jail.

Defense attorney Robert Donaldson said his client comes from a good family and has no criminal record, and there’s more to the story. He said “once the facts come out, people will see a different side of this.”
