A Ford truck carrying four people drove off the Liberty Bridge around 7:30 p.m., falling 40 feet to Second Avenue.
Three of the four passengers, who range in age from 19-22, were in serious condition, according to Cmdr. Scott Schubert.
"It's very fortunate they are alive," he said.
One passenger was trapped inside and had to be rescued.
The black truck was traveling south on the Liberty Bridge when it came up on the sidewalk, drove through a fence and "ping-ponged" down to Second Avenue, about 40 feet below, officials said.
The crumpled truck rested on the sidewalk, where no one was standing at the time, police said.
It wasn't immediately clear if the crash was weather related. Police are investigating.
