Video: An attack in the Allegheny County Jail

This video shows excerpts taken from a surveillance camera of an assault at pod 8D at Allegheny County Jail on Aug. 14, 2006. The video was submitted as evidence in the trial of Anthony Tusweet Smith, who is charged with beating inmate Raymon Roach unconscious, dragging him to a second-floor ledge and pushing him head-first onto the concrete floor of the cell block.

The excerpted portions of the video begin with the two men in conversation outside Mr. Smith's second-floor cell. The two inmates disappear into the cell and then Mr. Smith emerges a minute and a half later dragging the limp body of Mr. Roach and pushing him over the edge. Corrections officer Frank Kelly, who had been supervising the 54-man pod for two days, testified that he responded to reports that someone jumped from the second-floor balcony.

He summoned jail medical staff and administrative officials when he determined Mr. Roach was unconscious and bleeding from the head. Paramedics transported Mr. Roach to UPMC Presbyterian where he was treated for head injuries requiring eight staples. He recovered and remains in custody. He testified that he did not remember any details of the day and said he had suffered memory loss as a result of the fall.

Judge Randal B. Todd said he would rule today on charges of attempted homicide, aggravated assault and assault by a prisoner.
