Residents with the 724 or 593 phone exchanges -- which includes Cook, Donegal borough and township and Stahlstown -- heard a busy signal when calling 911 this morning, Westmoreland County public safety spokesman Dan Stevens said.

A cut cable line is thought to have caused the problem about 8 a.m. Safety officials are asking residents to use cell phones instead, if possible.

The service was restored about 9:30 a.m.
