More than two dozen citations were issued for underage drinking Saturday prior to the Toby Keith concert in Washington County.
The Pittsburgh-based Bureau of Liquor Control Enforcement of the Pennsylvania State Police issued a news release indicating that the arrests were the result of "minor patrol" around the area of the First Niagara Pavilion parking lots in Burgettstown.
The arrests were made between the hours of 2 p.m. and 7 p.m. Saturday. Nineteen minors and six juveniles between the ages of 15 and 17 were cited.
