Student sues two districts after 2012 rape

A stu­dent whose rape in 2012 led to the in­car­cer­a­tion of a school mu­si­cal di­rec­tor sued the Charle­roi Area School Dis­trict and Beth­le­hem-Center School Dis­trict on Tues­day, al­leg­ing that their in­ac­tion vi­o­lated her rights.

The stu­dent, who was then 15 and is not named in the com­plaint, par­tic­i­pated in the school mu­si­cal “Back to the ’80s” in 2012, ac­cord­ing to the law­suit.

Charle­roi con­tracted with Beth­le­hem-Center for the ser­vices of di­rec­tor Jef­frey A. Hahn Jr., now 25, of Alli­son Park, who ro­manced and then raped the stu­dent, ac­cord­ing to the com­plaint.

Hahn is serv­ing a four- to eight-year prison sen­tence for sex­ual as­sault and other crimes.

Charle­roi teacher Jen­ni­fer Marie Joyce, who was in charge of the mu­si­cal, learned of the rape, ac­cord­ing to the com­plaint, but did not in­ves­ti­gate or re­port it. Ms. Joyce, 29, of Belle­vue, later re­ceived ac­cel­er­ated re­ha­bil­i­ta­tive dis­po­si­tion for fail­ing to re­port child abuse.

The stu­dent faced “ha­rass­ing con­fron­ta­tions and com­ments by fel­low stu­dents,” wrote her at­tor­ney, Peter D. Fri­day, but re­ceived lit­tle sup­port from teach­ers or ad­min­is­tra­tors, and trans­ferred to a cy­ber char­ter school.

The two school dis­tricts vi­o­lated the stu­dent’s Ti­tle IX rights to be free of sex­ual ha­rass­ment, sex­ual as­sault and a sex­u­ally hos­tile ed­u­ca­tional en­vi­ron­ment, the com­plaint con­tended, seek­ing mon­e­tary dam­ages.

Charle­roi and Beth­le­hem-Center school of­fi­cials could not be reached for com­ment.
