Port Authority is nearing agreement with the developers of a proposed $41.5 million housing complex adjacent to its South Hills Village garage.

Authority general counsel Michael Cetra told a board committee on Thursday that the talks might conclude next month but more time will be needed after that to obtain Federal Transit Administration approval. At his request, the board extended a period of exclusive negotiations with the joint venture Massaro Dawson through Dec. 31.

The developers have proposed 320 apartments in four buildings plus a clubhouse on the authority-owned lot. Massaro Dawson would lease the site from the authority in return for annual payments.
