Although it was largely overshadowed by discussion surrounding drilling beneath Deer Lakes Park, members of Allegheny County Council voted 13-2 Tuesday to authorize the issuance of up to $247 million in bonds.

Council members Heather Heidelbaugh, R-Mt. Lebanon, and Bill Robinson, D-Hill District, cast the dissenting votes.

Up to $165 million will go toward refinancing and restructuring, which county officials have estimated will save the county about $13 million in debt service payments over the next five years. The other $82 million will go toward funding capital projects in 2015 and 2016.
