Ross Township commissioners are considering an ordinance regulating the hours that garbage cans can be placed at the curb for pickup.

Commission President Grant Montgomery said he has received several complaints from residents that their neighbors keep their cans at the curb all week.

“It is the new version of the spite fence,” he said. “Some people are using it as an offensive weapon, literally.”

The ordinance as originally drafted required residents to move the cans inside their garage, or to the side or back yards within 24 hours. But some commissioners said that many residents do not have the ability to do that because of age or small lots.

The proposed ordinance was tabled, and will be amended to allow the cans to be placed within five feet of the house or in an enclosure. It will be reintroduced at their next meeting on July 7.
