New Castle police: Man was intoxicated when car hit two boys, killing one

New Castle police have arrested a 66-year-old man after they said he drove off the road and struck a pair of boys, killing one and injuring the other Sunday afternoon.

Virgil Coonfare, 66, is charged with one count of homicide by vehicle while driving under the influence, aggravated assault with a vehicle while driving under the influence and a misdemeanor charge of driving under the influence in connection with the death of 7-year-old Octavius Stone.

According to a New Castle police criminal complaint, Mr. Coonfare was under the influence of "a Central Nervous System Depressant's and also a Narcotic Analgesic."Police did not specify the drugs in the complaint.

Police and Lawrence County dispatch said Octavius and 9-year-old Emil Velez were playing outside of a home near the intersection of Stanton and Winslow avenues when Mr. Coonfare veered off the road and hit them at around 2:15 p.m.

The younger boy was pronounced dead at a local hospital. Emil was flown to Children's Hospital of Pittsburgh of UPMC.
