Carrick landlord arrested on drug charges



A Carrick landlord facing building and health code violations is being summoned to court on drug-related charges after police found him intoxicated in the South Side on Friday night, according to a criminal complaint.

Police encountered Davin Gartley, 38, of Mt. Lebanon in an illegally parked truck around 11:45 p.m. Friday at Jane and 22nd streets, a criminal complaint filed Sunday states. He told police he was moving stuff into a nearby apartment.

Police administered field sobriety tests, because of his physical condition and unusual behavior, the complaint states. After failing those tests, he was handcuffed, and police found cocaine residue, marijuana and alcohol in the truck, the complaint states. He consented to drug testing.

Mr. Gartley's preliminary hearing is scheduled for October 21.

He has been cited repeatedly since October for problems related to lead paint, sewage, trash, lack of running water and more for a row of town houses and a neighboring apartment complex in Carrick.
